Kelly was born on March 31, 1958 in Big Spring, Texas to John and Mary Jo Hill. He worked as a credit manager at Burly Corporation. He received his associate degree in Criminal Justice and was a licensed peace officer.

Kelly was sensitive with a great easy laugh, and loved spending time with his grandchildren. He was a gun collector who loved watching John Wayne movies. He loved cooking meat, hunting, and Sonic drinks. He loved music especially ZZ Top and Bob Seger. He enjoyed spending time at the beach and the ranch. Kelly was a member of Granbury First United Methodist Church. He was preceded in death by his parents and wife Debra.

Kelly is survived by his children: Brittany Newman and husband John, Chris Spencer, Brandon Phenix and wife Nikki and Clark Phenix, grandchildren: Gray Seward, Addy Spencer, and Ryker Phenix, brother: Robert Hill and wife Charlotte, nephew: Cole Hill and wife Chelsea, and cousins: Gary Schuster and Dana Partin.
